  4. Although few actually take place, requests for emergency
  5. debates (made under Standing Order No 24) are made 
  6. from time to time. These requests are used as an 
  7. opportunity to make a brief statement about any issue 
  8. which is of particular concern to an individual MP, 
  9. though the Speaker is unlikely to grant an emergency 
  10. debate unless the matter is of national significance and 
  11. unlikely to be debated by any other means.
